The term "limited submissions" refers to programs that restrict the number of applications an organization is permitted to submit. Many of these programs are funding opportunities, but nominations and prize opportunities may also be subject to such limits. A limit is set by the sponsor—and not the campus—but it means that the campus must set up an internal selection process to determine which proposal team (or teams) may apply.
Identifying Limited Submissions
We use several means to identify programs that limit submissions. In each instance, we check eligibility, limits, and other restrictions, and create a plan for distributing the opportunity, soliciting interest, and satisfying the limits as necessary.

Applying Internally
To submit an internal application for campus consideration, please follow the instructions in the campus announcement.
Many opportunities have a Notice of Interest (NOI) campus deadline and a campus application deadline. NOIs help us understand how much interest there is on campus and in what research areas. When the number of NOIs does not exceed the solicitation limit, VCRO will generally provide limited submissions approval to the interested candidate(s) without requiring a campus application.
When campus NOIs exceed the number of allowed applications, we will invite those who submitted NOIs to submit a campus application for review. Campus application materials vary by competition; please follow the instructions in the Calmessage Announcement and/or InfoReady Competition Page for the opportunity.
Review & Selection
If we receive more than the allowable number of applications for a limited submission opportunity, then campus applications are reviewed by an ad hoc committee. Please refer to our Limited Submissions Review Page and our Guidance for Campus Reviewers for more information about campus reviews.
After the internal selection process, limited submissions staff will let you know whether your application has been selected to move forward. If your application is approved, standard policies on campus proposal submissions apply. As always proposals for sponsored projects must be submitted to SPO or Industry Alliances Office, in accordance with the VCR proposal submission policy.
