2024 Landscape of Federal Artificial Intelligence Research and Policy Priorities

Lewis-Burke has provided campus with a report about federal priorities and initiatives in artificial intelligence (AI). Federal activity in AI research and development has ramped up in the last year since the release of ChatGPT and other generative AI technologies. From the launch of the National AI Research Resource (NAIRR) to the release of a Senate AI roadmap which calls for a $32 billion investment in AI, interest in this emerging technology has significantly increased for the Biden Administration and Congress. While Congress has been keenly focused on mechanisms to regulate the technology in ways that mitigate potential harms while spurring innovation, the Biden Administration has made targeted efforts in implementing the 2023 Executive Order on Safe, Secure, and Trustworthy AI. These discussions and investments build on previous AI initiatives, dating back to 2020, when the federal government formally launched a National AI Initiative. As we move closer and closer to the election, and partisan divide over the extent of regulation remains, the future of federal activity in AI remains uncertain. However, it is expected to continue to be a priority for both potential Harris and Trump Administrations, as well as the 119th Congress.
